Residents of medium-sized cities still prioritize quality of life and proximity

With the publication of the latest wave of the survey conducted in May 2025 by Ifop on medium-sized cities*—in partnership with the National Agency for Territorial Cohesion and the Banque des Territoires—several key findings have emerged regarding residents’ perceptions of their living environment, revitalization issues, and priorities for the future.

Attractive and preferred medium-sized cities

81% of residents of medium-sized cities consider it preferable to live there rather than in a large metropolis, a rate that rises to 86% among those living in a city participating in the “Action Cœur de Ville” program. The living environment, accessibility of services, proximity to nature, and cost of living are regularly cited as major advantages.

Strong sensitivity to the quality of the city center

64% of residents in medium-sized towns say they are sensitive to the quality of the town center, a figure that rises to 70% in municipalities involved in “Action Cœur de Ville.” This sensitivity reflects an attachment to a friendly, lively, and safe living environment, where the presence of green spaces and meeting places plays a central role.

A nuanced view of urban vitality

41% of residents in medium-sized towns believe that the vitality of their town center has improved over the last two years, while 28% believe that it has remained unchanged and 33% believe that it has declined. This perception is accompanied by high expectations in terms of economic revitalization, cultural offerings, and access to healthcare.

Awareness of the “Action Cœur de Ville” program

Awareness of the Action Cœur de Ville program remains high: 26% of residents of medium-sized towns have heard of the Action Cœur de Ville program, with a higher recognition rate in the municipalities benefiting from the program (35%). 50% believe that their town has really benefited from it. This program is perceived as a lever for improving the living environment and enhancing the attractiveness of city centers.

In conclusion, medium-sized cities are establishing themselves as areas where quality of life, proximity, and a balance between dynamism and friendliness are major assets. Expectations remain high in terms of urban revitalization, affordable housing, and access to services and healthcare, confirming the central role of these cities in the future of France.
